Commander of the US Coast Guard Sector Houston-Galveston

This week's speaker will be Captain Nicole Rodriguez.  She assumed the duties as Commander, Sector Houston-Galveston in April 2025. As the Sector Commander and Captain of the Port, she directs over 1,400 personnel in execution of all Coast Guard missions from the Colorado River in southwest Texas to 60 miles east of Lake Charles, Louisiana and 200 miles offshore. Prior to this assignment, Captain Rodriguez served as the Deputy Commander of Sector Houston-Galveston.

District Grant Project Hygiene Bags

Annually, CCISD identifies anywhere from 1,000 to 
1,500 students as homeless, and in years with major 
weather events that impact the area, that number can 
rise to well over 3,000 students. Almost every student 
identified as homeless is experiencing financial 
insecurity. With this, hard choices must be made about 
what fits into a family’s budget. Often, hygiene items are 
left as a “luxury purchase” because items such as food, 
housing, gas, and medications take precedence. League 
City Rotary aims to fill that gap by providing needed 
hygiene kits for these students and their families. Kits 
will include items such as, but not limited to, a reusable 
bag that contains shampoo, conditioner, soap, 
toothbrushes, toothpaste, deodorant, and laundry soap.
League City Rotary will purchase supplies and create 
hygiene kits for students and families in Clear Creek ISD 
who are identified as experiencing homelessness, as 
defined by the McKinney-Vento Homeless Assistance 
Act. This includes students who lack a fixed, regular, and 
adequate nighttime residence, such as living in shelters, 
motels, cars, or doubled-up with others due to loss of 
housing or economic hardship

Tracey has been a Registered Nurse for 30 years, with the majority of her career spent in case management and service coordination. With a passion for improving community health and wellbeing, Tracey has dedicated her career to supporting vulnerable populations and advocating for positive change. She is a proud mother of three young adult children and enjoys traveling with her husband, seeking new adventures and experiences.

With nearly 20 years of experience in public libraries, City Librarian Meredith Layton has had the joy of wearing many hats, from creating engaging programs for children and teens to managing web content and information retrieval services. Meredith brings to her work a passion for connecting people to resources, to stories, and to one another. When she’s not at the library or out in the community, you’ll likely find her spending time with her family, visiting her neighborhood library (yes, even on her days off!), and practicing yoga.

Michael Hayes, Past Chair RAG on Peace

Past District Governor Michael Hayes is the current District 5910 District Governor Nominee Designate.  Michael is the past Board Chair of the Rotary Action Group for Peace for the 23-24 Rotary Year.  He also served as District Governor for Rotary District 6200, which covers southwest Louisiana.  Michael has a history of serving is current and past District by working with RYLA, Visioning, President Elect Training, Interact, among others.  He is currently on the District 5910 Finance Committee, the RYLA Committee, the Disaster Response Committee, and serves as the District Peace Chair.  Please join me in welcoming Michael.

Barbara Winburn currently serves as the Paul Harris Society Coordinator for District 5910, responsible for honoring new Society members and promoting engagement in the Society. She is also the Immediate Past President of the Rotary Club of Galveston and a trustee in the Galveston Rotary Foundation. Barbara is a member of the Advisory Boards for the Mae S. Bruce Library in Santa Fe and the Island ETC Theatre in Galveston. A retired Internal Auditor from UTMB, Barbara spends as much time as she can performing in local community theatres throughout the Galveston Bay area.

Denise Kurt, a native of St. Petersburg, Florida, received her Bachelor’s Degree from the University of South Florida, and her Doctor of Jurisprudence from South Texas College of Law.

Denise is licensed to practice law in the State of Texas and is currently a Policy Attorney with the Texas Health and Human Services Commission in their Houston office.

This is Denise’s eighth year as a member of the Houston Livestock Show and Rodeo’s Speaker’s Committee and her second year as a Captain for Service Organizations. She is proud to support the Rodeo in their efforts to provide year-round educational support throughout Texas.
